With reference to may note of the 28th of
February, I have the honour to inform Your Excellency
that the Governor of HongKong caused enquiry to be
made as to the discrimination alleged to be exercised
by the medical board of the colony against practition-
ers from the United States.
The Board state that there has never been
any discrimination against any nationality and that
every case has been considered on its individual
merits. The Board has always been guided by the
terms of the Ordinance governing the master in the
colony which states that every person applying to be
put upon the medical registar "shall prove to the satis-
faction of the Board that he is of good character and
that he has passed through a course of study and ex-
amination as thorough and sufficient us the minimum
course of study and examination in any similar case re-
